If a building you reside in or own is damaged by disasters such as heavy rain or landslides (excluding fire), the city issues certificates required for insurance claims and other procedures.

 Eligibility

Those who fall under either of the following  regarding damaged buildings at the time of disaster:

①Residents living in the damaged building

②Owners who do not reside in the building, or those with damage to non-residential structures　(e.g.　simple carports)

How to Apply

Fill in the required information on the application form downloaded from the city website, attach photos showing the damage, and submit it by mail or in person to the Property Tax Division(〒277－8505　Kashiwa City Hall Main Building 2F) or via the city website.

  We offer our deepest condolences to all those affected by the Kumamoto Earthquake on July 28, 2026 and we sincerely wish for a swift recovery.

Furthermore, the record-breaking heavy rain that struck Chiba Prefecture on August 13 caused significant damage, including street flooding and home inundation in many areas across the city.

Disasters can strike at any time. To ensure you can evacuate safely and live comfortably during an emergency, please take this opportunity to review your household emergency supplies and pet evacuation plans.

Make Your Home a Safe Shelter

  In the 2026 Kumamoto Earthquake, disruptions to lifelines such as water, power, and communications made safety confirmation difficult, in addition to immediate building damage.

  In Kashiwa city, over 90% of residential buildings are earthquake-resistant, so structural collapses are expected to be low even during a seismic intensity 6 upper earthquake.

  To make your home even safer and more secure, advance preparation is essential – such as earthquake-proofing structures, securing furniture to prevent tipping, installing seismic breakers to prevent electrical fires, and stockpiling items needed for evacuation life. Furthermore, lifeline disruptions can be caused by heavy rain as well as earthquakes. Take this opportunity to review and prepare what you need for when normal daily life is disrupted.

Practice "rolling stock" by buying a little extra of the foods you normally eat, and replacing items as you consume them to maintain an ongoing  emergency food supply in your daily life.

 Kashiwa Matsuri Festival in Autumn! Enjoy Kashiwa Gourmet, Food Stalls, and Stage Events Under the New Schedule

Starting this year, the festival moves from July to September with earlier operation hours. In this cooler season, visitors of all ages – from young children to adults – can enjoy the festival to the fullest. While honoring long-cherished traditions such as Mikoshi and Odori, the Kashiwa Matsuri takes an exciting step forward.

Preparation for New Students Enrolling in School

Out-of-District Enrollment

  For those entering elementary or junior high school next April, enrollment notices  will be sent in mid-September. Procedures are required if you wish for your child to attend a school other than the designated elementary or junior high school. Out-of-district school enrollment is approved only under special circumstances, such as a confirmed future relocation to desired school district.

▶Junior High Schools: Kashiwa-Ni, Tanaka, and Kashiwanoha

.※If an older sibling is enrolled at the school as of April 1 next year, or if the child attended an out-of-district elementary school and wishes to continue attending an out-of-district junior high school in the same district after graduation, please apply between Monday, September 14 and Thursday, October 15.

 Health Checkup for School Entry

 Temporary Measure Ending: Please Use Official City Garbage Bags from Tuesday, September 1

Due to a shortage of official city garbage bags at some local supermarkets, the city had been implementing a temporary measure allowing residents to use non-designated bags. However, as the supply situation has been improving, this temporary measure will come to an end.

Starting Tuesday, September 1, please use city-designated garbage bags again. If you have any remaining alternative bags, please use them for non-burnable garbage, etc.

We ask for your continued understanding and cooperation in avoiding excessive purchases to stockpile.

  Financial benefits are available for low-income pension recipients. For those who have newly become eligible, information guides will be sent out by Japan Pension Service starting in September. Those who are already receiving the benefit do not need to apply.
