Temporary child day-care is available when guardians cannot provide childcare at home due to work, school, or sickness.

This service is vailable for maximum of 10 hours monthly regardless of employment status. You must request for the authorization for the use of this service.

6 months old to pre-elementary age

Temporary day-care service at Hug Hug Pocket Central

Regardless of the reasons such as visiting hospital or personal time off, this service is available by the hour and up to 8 days a month. You are required to have an interview before the use of this service.

6 months old to 6th grade at elemetnary school

★Childcare System for Sick and Recovering  Children

Nurses or childcare workers  will provide care for sick or recovering children when care at home or group setting is difficult.

 

★Kashiwa Family Support Center

Registered local support members provide childcare at home or childcare support facility as well as service of drop-off/pick-up of children at nursery schools, kindergarten, or extracurricular activities.

Road Traffic Act will be amended in April :Cyclist will be fined on the violation of the traffic rules

  In April, amended Road Traffic Act will be implemented. The Blue Ticket System (Traffic Infraction Notification Procedure) will apply to bicycle violations. There are 113 types of violations. When cyclists aged 16 years old and older commit a violation, they are subject to the enforcement measures (Blue Ticket).  

  Bicycles are “light vehicles without motor,” and it is legally classified as a type of automobile. However, violation of traffic rules such as ignoring the traffic lights, cycling while using a smartphone, riding the wrong way on the public road and etc., are rampant. Cases of injuring and killing pedestrian and cases of incurrence of costly compensation payment are not rare.

  Only the serious violations of traffic rules by cyclists such as drunk cycling, riding under the influence of alcohol, and aggressive riding such as tailgating have been the subject to conduct criminal proceedings, and a fine was imposed. On the other hand, there has been a small number of cases of imposing fines on stop sign violation. Therefore, bicyle violators have not realized the seriousness of the issue and have not been aware of the fact of committing the violation.

  From April, when pedestrians and other vehicles are to experience inconvenience or danger by the cyclist ignoring the traffic lights and violating stop sign which may lead to the traffic accident, blue tickets will be issued and the bicycle violators of the rules must pay fines. 

  Bicycles are traffic vehicles which traffic rules must be complied with.  Bicycles are accesible for anyone and that is why we should check the traffic rules again to ride a bicycle complying with legal rules and regulations. Each member of the family should try to be responsible for the safe community.

It has been 15 years since the Great East Japan Earthquake occurred. Earthquakes of Seismic intensity 7 or equivalent level is occuring in Japan in recent years and it would not be surprising if one struck anywhere at any time.

  Be prepared not only at home, but also when you are out and about, so you can make calm judgments and take appropriate actions when a disaster strikes.

Disaster Emergency Message Dial “171” to check the safety of people you care about

Disaster Emergency Message Dial “171” is a voice message board to check the safety and situation of the family and friends during a disaster. Push “171” from your smartphone or a public phone, and then enter the number you want to contact with. You can record your messages for 30 seconds and also can check messages left for you. You can try it out this system on every 1st and 15th of the month.

★Who are you with? (Name of people you are evacuating with)

(No need of application) Some medical institutions start to handle  My Number Card  for the medical expenses subsidies

In Kashiwa City, from April, some medical institutions start to handle the medical expenses subsidy such as Children’s Medical Expenses Subsidy by displaying the My Number Card. As you can still receive the medical treatment with ongoing paper pass for the subsidy, bring the paper pass for the subsidy as well.

Steps of Procedures

Timeline to go through the procedures

From 30 days before the planned moving-out date to 10 days after the actual moving-out.

Select “Search”→ “Housing”→ “Procedures of Moving-in and out,” then, follow the instructions and enter the details.

Notification is complete. ※You need to visit your new municipality office to register the new address within 14 days after moving-in.

You can print out the certificates at the KIOSK terminal (multi-function copying machine) at convenience stores. Handling charge is priced half of the service desk charge.

Distribution of the garbage collection schedule calendar

From Sunday, March 1, the 2026 garbage collection schedule calendar will be distributed to all the household through the neighborhood association, community association ward association and  property management companies.  If you do not receive one by the end of March,  pick up the calendar at the locations listed below.

Hokubu (North) Clean Center is undergoing refurbishment until March 2027. During peak moving seasons (late March to early April) and major holidays such as Golden Week (the end of April to the beginning of May) and Obon (middle of August), the facility is expected to be crowed and it might take about one hour to process the garbage brought in. Please avoid the busy period. We appreciate your cooperation.
