It’s time for new entrants to get ready for starting school

Enrolling in a school outside the designated school district

If you are intending to enroll your child who is starting elementary or junior high school in April next year in a school outside the designated school district, you need to request your intention to the division. You will be informed of your child's designated school in the notice letter of enrollment that will be sent to you in mid-September. Approval for the out-of-school district enrollement will only be granted for special reasons such as definite plan to move to a new residence in the requesting school district.

Schools not accepting the enrollment from outside the school district

▶Elementary schools = Kashiwa Ichi, Kashiwa San, Kashiwa Nana, Hikarigaoka, Tanaka, Tanaka-Kita, Yutaka, Asahi-Higashi, Matsuba Ichi, Takayanagi, and Kashiwanoha

▶Junior High Schools = Kashiwa Ni, Tanaka, Takayanagi, and Kashiwanoha

※In case of your child has an older brother or sister attending the school as of 1st of April next year, or your child is already attending elementary school outside the designated school district and wishes to enroll in a junior high school in the same district after graduation, you may apply for enrollment between 17th September (Tuesday) and 15th October (Tuesday).

※If the number of applicants exceeds the availability, enrollment will be selected by draw. The results of the draw will be available on 31st October (Thursday) on the website of Kashiwa City.

If you wish to make the application because of your plan to move, bring a document that shows your new address. (Copies of documents such as the construction certificate, purchase or rental contract will be acceptable.)

▶If your child’s older sibling is attending the school you would like your child to enroll as of 1st April of next year

▶If your child is graduating from the elementary school outside of your school district and wishes to enroll in a junior high school in the same district after graduation

▶In a case that your elementary school has  more than two junior high schools in the school districts, and you would like your child to enroll different junior high school from your assigned junior high school

Bring the application in-person to the Schools and Education Division (2nd Floor, Shonan Building)

or apply online on the website of Kashiwa City. 

Other than above

The guardian or the family member of the child must bring the application in-person to the Schools and Education Division ( Shonan Building, 2nd floor).

Notification of results

Once the application for enrollment in a school outside the designated school district is accepted, the Schools and Education Division will send a notice of enrollment for the school.

Medical check-ups before the start of school

Children enrolling in the first year at elementary school in April of next year will have a medical check-up. Please confirm the details in the information sheet enclosed with the letter of notice for school enrollment, which will be sent out in mid-September and have the check-up done. Please contact the division if you do not receive the letter of notice.

Support payment for COVID-19 and influenza vaccinations is offered

From the fiscal year of 2024, vaccination for COVID-19 is classified as one of the routine vaccinations and is charged for as is influenza vaccination for the elderly people. Certain amount to support the cost is paid for the eldery by Kashiwa City. Elderly people and children are entitled for the support payment for the vaccination for influenza.

Those whoes registered address in Kashiwa city as of the date of vaccination and satisfying any of the following criteria.

▶65 years old and older

▶60-64 years old with condition of cardiac, renal, or respiratory function to restrict the daily life extremely, or with condition of immune function being unable to carry out the daily life ( a copy of disability certificate or medical certificate from the doctor is required)

Procedure

Please contact the medical institution of your choice beforehand and visit the institutiion for vaccination with the document of self-identification.

Others

Those whoes household is on welfare do not need to pay the cost. You need the certificate of being on welfare.

Eligibility

Children from 6 months of age to elementary school  age with registered address in Kashiwa city as of their vaccination.

Amount of support payment

Maximum 1,500 yen ※ The difference is at your own expense. Up to twice in a fiscal year

Procedure

Please contact the medical institutions of your choice beforehand and visit the institution for vaccination with Mother and Child Health Logbook and the document of self-identification.

Others

In case of having the vaccination at a non-designated medical institution, you pay the full cost first and claim for the support payment by 28th February (Friday).

Subsidy payment for pensioners

For pensioners with low income, support subsidy payment is offered. Japan Pension Service will send out an application form from September to people who became newly eligible to receive the pension as of 1st April. Please check and confirm the content, and apply.

 

Eligibility

●Those who are receiving the basic social security pension and satisfying all the following criteria.

▶65 years old and older ▶Municipal tax for all the members of household is exempted. ▶For pensioners born before 1st April 1956, the total of pension income and other income in previous year is less than 887,700 yen. For pensioners born after 1st April 1956, the total of pension income and other income in previous year is less than 889,300 yen.

●For pensioners receiving basic disability pension or basic pension for surviving family, income in previous year is less than 4,721,000 yen.

Some changes in  Childcare Support Payment System

To support the independence and maintain the stable life, from 1st November (Friday) there will be some changes in Childcare Support Payment System.

Contents of changes

▶Benchmark of applicable income will be higher.

▶Additional payment for the third child will be increased to the same amount for the second child.

Eligibility

A single parent or child carer with registered address in Kashiwa City who takes care of a child of 18 years old and younger until the end of the fiscal year (in case of having certain disability, eligible age of the child is extended to 20 years old).

Procedure

Please bring the application to Child Welfare Division (City Hall Annex, 3rd Floor) or Shonan Branch Office (Shonan Branch Building, 1st Floor) by 31st October (Thursday).

※Those who already have registered their status do not need any application.

A payment notice letter or confirmation letter is sent out to those who can be eligible. Those who have received the payment notice letter do not need to apply. Those who have received the confirmation letter need to return the form. 

Subsidy is offered to the household newly classified as the household with resident tax exempted or  paying only the  resident tax levied on the per capita rate.

A household with registered address in Kashiwa city as of 3rd June 2024 and newly classified as the household with resident tax exempted or paying the resident tax levied on the per capita rate.

100,000 yen per household

※Additional subsidy payment of 50,000 yen per child 18 years old or younger is offered.

※ A household who has a newly registered member as a Kashiwa citizen after 2nd January 2024 needs to apply.

Subsidy for those who will not receive full amount of flat-rate tax reduction

Eligibility

Those who can not fully benefit  from the flat-rate tax reduction due to thier estimated income tax amount for the FY2024 or their resident tax amount for the FY2024 is less than the flat-rate tax reduction amount.

Beware of heat stroke

Even in September after the hottest summer season, the risk of getting heat stroke is still there. Please remember the following points.

▶Frequently hydrate ▶Have a break in cool area ▶Wear easily ventilating clothing and hat and use parasol.

When you have any symptoms such as dizziness, headache, and nausea, rest in cool area and hydrate. If the symptoms stay, please consider seeing the doctor.

In autumn, the sun sets ealier and traffic accidents occur more frequently at dusk. When you go out, please try to wear bright colored clothing and reflectors to stand out in the darkness. Drivers should try to turn the headlight on at earlier stage.

①Change of time of collecting trash vehicle

Due to the construction work, there may be some cases of changes in collecting time of combustible trash. Please remember to put the trash out at the collecting point by 8:30am.

Please take out your trash at the collecting points and do not bring directly to the clean center for the safety at the clean center during the construction.

Reminders

Incineration will not be working during the months of September, November, and January next year. When bringing in the trash directly to the clean center, please avoid above months and consider doing so in other months.

③Bringing in the oversized trash

Please consider using the service of the private contractors by purchasing the oversized trash disposal ticket.
