What is required

Procedures

Step 1

Add the Official Kashiwa City account to your list of friends, then tap the “register” (申請）icon on the menu on the bottom, and type in the following:

Account / 柏市役所 (This application recognizes Japanese characters only)

ID ／＠kashiwa_shi

Step 2

After typing the required information, verify the ID using the "My Number Card" on the smartphone app “Line Pay”.

Step 3

Pay the handling charge and postal charge online.

Goal

Requested certificates will be sent to your registered address on the Certificate of Residence.

Exemption  and postponement of payment of National Pension

National Pension Type 1 insurance members who are experiencing financial difficulties to pay the premium for National Pension due to the decline of income or loss of employment can apply for the exemption or postponement of the payment.

National Health Insurance Cards  and Late-stage Eldery Medical Insurance Cards will be sent out

Validity of the card for people on National Health Insurance scheme in either of the following conditions from 1^st of August (Thursday) to 31^st of July (Thursday) 2025 is going to be less than a year.

▶Becoming 70 years old

▶Becoming 75 years old and transferring to the medical insurance for late-stage elderly scheme.

Current  Health Insurance Cards will not be issued anymore

Current system of using actual Health Insurance Cards will be finishing. In principle, "My Number linked Health Insurance Cards" take place. From 2^nd December (Monday), issue and reissue of current Health Insurance Card cannot be available anylonger. Effective Health Insurance Cards as of 1^st December (Sunday) can be used as long as there are not any changes of discription.

If you do not have “My Number linked Health Insurance Cards” in possesion yet, you can still use the certificate for health insurance staus which you will receive before the currrent effective Health Insurance Cards to expire when you receive any medical services. 　

 

Children’s  Medical Expenses Subsidy Card

 Children’s Medical Expenses Subsidy Cards which you can use from 1^st of August (Thursday) is sent out on 19^th of July (Friday).  In case of not receiving them by 26^th of July (Friday), please contact the division.

Eligibility

Anybody living in Kashiwa City and being in the eligible age group. (Age group of high school student equivalent)

※Anybody being already married is excluded.

 

Amount of copayment

You will pay 300 yen per hospital visit, or per day of hospitalization. ※ Any household with amount of special discount of municipal and prefectural tax is exempted before the flat amount-cut of personal income tax for withholding tax do not have to pay anything. Anybody elgible do not have to pay for pharmacy service under the health insurance.

 

Have mixed vaccination of measles and rubella done?

During the summer breaks, exposure to people increases and the risks of getting infectious diseases increase. If your children do not have vaccination done yet while being offered, you will have to pay all the cost after the offered period. You are advised to organize  a plan to have your children vaccinated.

Get tested for hepatitis

In many cases, there are no noticeable symptoms after being infected with hepatitis, and if left untreated, it may progress to liver cancer. It is important to have a screening done to detect the disease in its early stage to treat at the earlier stage.

 Hepatitis screening is offerred until:

Eligibility

Anybody living in Kashiwa city and satisfies all the criteria

▶40 years old and older as of 31^st of March 2025

▶No planned screening in general medical checkup "Ningen Dokku," or medical checkup in workplace

▶Never had this screening done in the past

▶Not with any liver disease undergoing the treatment or under medical observation

Others

Hepatitis screening information and vouchers have been sent out to people who are in the age group of 40 to 80 years old (every 5 year age increments) as of 31^st of March 2025.

Watch the safety of the children by the waterside

As the temperature rises, children have more opportunities to play around the waterside. Grownups should be aware of the risks which may be fatal around the waterside. To prevent any accicent, it is vital for the grownups to understand the risks around the waterside and tell  the children the risks. Also grownups should watch the children when they are by the waterside. 　

Points to remember in watching children

▶ Grownups should not hesitate to give a strong warning if they find any reckless and dangerous behavior of children.

▶ Never let the children alone go to a river or marsh where there is no adult supervision.

▶ Never keep your eyes off from the children when they are playing by the waterside.
