Applications will be accepted for children to enter certified nursery schools from April of next year

In Kashiwa City, there are 22 public and 69 private nursery schools, which include Certified Nursery Schools (Ninka-Hoikuen), Authorized Day Care Centers (Nintei-Kodomo-En), and Small-Scale Certified Nursery Schools (Shokibo-Ninka-Hoikuen). In April of next year, 4 new Private Certified Nursery Schools, and 1 new Authorized Day Care Center will be established.

If you would like your child to enter a Certified Nursery School, please make sure to get information regarding facility management from the nursery schools before you apply.

Each nursery school accepts requests for tours of the facility, so please take advantage of this service.

Enrollment application information

Day care necessity approval requirements

In order to receive approval for Education and Daycare Approval Classifications 2 and 3 (having a necessity for children’s daycare), the parents or guardians must meet one of the following criteria.

  • Currently employed (company employee, self-employed, etc.)
  • Have just given birth, or are about to give birth (after giving birth, the time period extends to the last day of the month in which eight weeks have passed since the child was born).
  • Have an illness or disability
  • Currently providing care on a regular basis for a live-in relative who is suffering from a mental or physical disability, or similar circumstances.
    Employment certificates or other documents showing the necessity for daycare, and providing certification for the time period on or after July 1, are valid.

Nursery school age (class)

The child’s age as of April 1 of next year. Even if the child has a birthday, they will remain in the same class throughout the fiscal year, similar to the school year system for elementary school, etc.

There may be restrictions on the age of children (age in months) that can be accepted for daycare enrollment.

Nursery School Administration Division (City Hall Annex, 3rd Floor), Reception Desk Service Division (Shonan Building, 1st Floor), or any public nursery school.

How to apply

Complete the required parts of the application form, and send it in by mail.

If your first choice for enrollment is an Authorized Day Care Center (Nintei-Kodomo-En), please bring your application directly to the day care center you have chosen.

Other

  • Enrollment approval is not granted according to the order in which applications are received. Approval is decided based on a point system.
  • If you are concerned about your child’s illness, developmental issues or allergies, please bring your application form and Mother and Child Health Handbook to the Nursery School Administration Division for an interview within the application period (by appointment only; please call by Friday, December 11).
  • For Authorized Day Care Centers, those with the facility as their first choice will receive priority.
  • If there are new day care facilities opening in addition to the ones that have already been listed, a notice will be posted on the Kashiwa City website.

Application items that have been changed

Applications for two or more siblings

On the application form, there is a section for “Applying for enrollment of siblings at the same time”. You must choose the code that matches your request. Separate petitions, etc. will not be accepted.

Declining an offer of enrollment

Regarding offers of enrollment for nursery school for April of next year or later, if the offer is declined without a justifiable reason, points will be deducted if you apply for enrollment again within the same year.

If you have moved to Kashiwa City on or after January 2, 2020 (or intending to move to Kashiwa)

Please submit your Tax Payment Certificate (Kazei-shomeisho) or Tax Exemption Certificate (Hikazei-shomeisho) (for the 2020 fiscal year). The information will be used if the points for evaluation are otherwise equal.

The records will be obtained from the municipality where you were registered as of January 1, 2020.

Applications are now being accepted for children to enter Kodomo Room daycare centers in April of next year

In Kashiwa City, parents or guardians who are employed, and cannot look after their children during the afternoon can use Kodomo Room day care centers.

Eligibility

Children who will be in elementary school, year 1 to 6 as of April of next year.

Elementary school students from year 1 to 3, or children who are especially in need of support will be given priority to enter Kodomo Room daycare centers.

Kodomo Room Day Care entry period

April 1, 2021 to March 31, 2022

Kodomo Room Day Care schedule

  • Monday to Friday = 1:30pm to 7:00pm (8:00am to 7:00pm during long holidays)
  • Saturdays = 8:00am to 6:30pm
  • Shortened school days = From after school to 7:00pm

During long holidays, daycare outside regular hours is available only for those who have applied, from 7:00am to 8:00am (100 yen per child for each time).

Closed on Sundays, public holidays, and during the Year-End and New Year's holiday (December 29 to January 3 of the following year).

Day care fees

10,000 yen per month (15,000 yen in August only).

There is a fee exemption system.

All Kodomo Room daycare centers, the After-School Daycare Division (Kashiwa City Hall, Annex, 3rd Floor), and the Reception Desk Service Division (Shonan Building, 1st Floor). Application forms can also be downloaded from the Kashiwa City website.

How to apply

Complete all required parts of the application form, attach any necessary documents, and send it in by mail.

If any of the following are applicable to you, please bring your application to the After-School Daycare Division in person.

  • Your child requires special support, and he or she has no previous experience in a Kodomo-Room day care center.
  • You have unpaid Kodomo-Room day care fees from services prior to October 2020.

  • Depending on the number of applications, the child may not be able to enter the Kodomo Room day care center that you were hoping to use.
  • If the child has difficulty with group daycare, he or she may not be able to enter.
  • Depending on the length of the parent or guardian's employment contract, the child's enrollment permission may be less than one year.

A financial assistance system is available for parents or guardians of children who are entering elementary school in April of next year, who live in Kashiwa City, and who are having financial difficulty. Part of the costs associated with entering school will subsidized as part of the school financial support system.

If your application is completed by Friday, January 29, you will receive a subsidy payment at the end of February, after an income evaluation has been completed.

Benefits will be paid in addition to the pension for low income earners. Please apply if you are eligible.

Eligibility

  • (1) Those who are receiving a Basic Old Age Pension, and meet all of the following criteria.
    • 65 years of age or older
    • All members of the household are exempt from municipal tax
    • The total of the pension income amount and income amount from other sources is 880,000 yen or less.
  • (2) Those who are receiving a Basic Disability Pension or Basic Surviving Family Member’s Pension, and income from the previous year was 4,620,000 yen or less.

Application

Starting from mid-October, application forms are being distributed from the Japan Pension Service to those who became eligible as of April 1, 2020. Please complete the required parts of the form on the postcard included in the application package, and return it by post to the Japan Pension Service.

If the application is completed by Monday, February 1, 2021, you will be eligible to receive the support benefits starting from the amount for August 2020.
