Extension of applicable period and reduction of fees for Illness and Injury Allowance with National Health Insurance and Latter-Stage Elderly Medical Insurance

People who have entered Kashiwa City National Health Insurance or Chiba Prefecture Latter-Stage Elderly Medical Insurance, have taken leave from work, and had a decrease in income due to the effects of Covid-19 may be able to receive Illness and Injury Allowance benefits, and use the insurance fee reduction system.
Extension of applicable period for Illness and Injury Allowance
The applicable period for Illness and Injury Allowance will be extended by three months in consideration for the situation with Covid-19.
Applicable period
January 1, 2020 to December 31, 2020
Eligibility
People who meet all of the following criteria.
- People who have entered Kashiwa City National Health Insurance or Chiba Prefecture Latter-Stage Elderly Medical Insurance.
- People who receive a salary or other form of payment.
- People who have contracted Covid-19, or had symptoms that led them to suspect they had contracted Covid-19, and took medical leave from work for four or more consecutive days.
- People who were not paid all or part of their salary or other payment.

Reduction or exemption of insurance fees
People who have had a decrease in income due to the effects of Covid-19 may be able to receive a reduction or exemption of insurance fees.
Full exemption
Eligibility
People who have entered Kashiwa City National Health Insurance or Chiba Prefecture Latter-Stage Elderly Medical Insurance, for whom the main income provider died and/or suffered serious illness as a result of Covid-19.
Partial or full exemption
Eligibility
People who meet all of the following criteria.
- Due to Covid-19, the main income provider is expected to experience a decrease in any business income (business income, real estate income, forestry income, or salary income) of 30 percent or more during 2020 compared to 2019.
- The total income for 2019 was 10,000,000 yen or less.
- The total income for 2019 (other than the earnings related to the business income that is expected to decrease) is 4,000,000 yen or less.
- The total earnings for 2019 related to business income, etc., was 1 yen or more.

Guidance for administrative procedures following a death – Support Corner for Bereaved Family Members

The Support Corner for Bereaved Family Members will open on Thursday, October 15. The office will provide support with the necessary administrative procedures following the death of a family member, such as procedures for pension and inheritance. Guidance is available to let you know where to go, and what kind of documents or applications need to be submitted. If you wish to use this service, please first enquire at the Citizens’ Division.
Hours of operation
Monday to Friday, 8:30am to 5:15pm (excluding public holidays)
Guidance schedule
9:30am to 4:30pm
(There is an hourly rotation system. Excluding the hours between 11:30am to 1:30pm).

City Hall Main Building, 1st Floor
Eligibility
Relatives of a deceased family member who lived in Kashiwa City during his or her lifetime. For each available guidance schedule, the first two groups to arrive will be able to use the service.
Cost
Free of charge.

Test of the disaster prevention administrative broadcast system

On Wednesday, October 7 at 11:00am, there will be a test broadcast. The broadcast will be done simultaneously from 190 disaster prevention administrative broadcast points around the city.

Other
- The test broadcast may be cancelled in case of a disaster or poor weather.
- The test may be done at the same time in neighboring cities.
Applications for senior citizens’ disability deduction approval will now be accepted

Applications will be accepted for approval of eligibility to receive a disability deduction for income tax returns, etc.
Eligibility
People who meet all of the following criteria.
- Are approved for nursing care.
- 65 years of age or over.
- Have a Disabled Persons Passbook
- The individual or dependent relatives are not exempt from Residence Tax.
Distribution of application forms
Application forms are available at the Senior Citizens’ Support Division (City Hall Annex, 2nd Floor), the Reception Desk Service Division (Shonan Building, 1st Floor), and all Community Comprehensive Support Centers.
Application forms are also available for download on the Kashiwa City website.

Complete the required parts of the application form, and send it by mail to postal code 277-8505, Kashiwa City Hall Senior Citizens’ Support Division, or submit the application at one of the locations where application forms are available.
Other
In some cases, approval for the deduction may not be issued even though the individual has approval for nursing care.
