Carrying too much luggage can be a big mistake during emergency evacuation

Last year, Typhoon Number 19 caused the water level in the Tone River to rise, and led to the evacuation of 384 people in 25 emergency evacuation shelters. Also, in the Kumamoto Prefecture area, landslides and flooded waterways brought tremendous damage following the heavy rainfall in July 2020. A level 5 warning was announced during the disaster. In this issue of Koho Kashiwa, we will provide information on evacuation safety.

Warning levels are the basis for evacuation decisions

Warning levels provide guidance on the actions that we need to take. If Kashiwa City issues warning level 3 or 4, you need to be ready to evacuate quickly. In order to prepare yourself ahead of time, you and your family must be familiar with the risks associated with your home, and what actions to take. Please make sure you are able to receive information through sources such as the Kashiwa City website, email distribution service, and Twitter.

Warning level 5 (Disaster occurrence information)

A disaster situation has already occurred. It may be difficult to evacuate in this situation. Immediately go to a location that is safe from floods or landslides. Protecting yourself and your family members is the highest priority, so take action accordingly.

Warning level 4 (evacuation advisory/evacuation instructions)

Go to a safe location such as the 2nd floor or higher of a secure building, and wait, or bring the smallest possible amount of luggage and go immediately to an evacuation facility or safe location.

Warning level 3 (evacuation preparation/begin to evacuate the elderly and those requiring care)

Begin to evacuate senior citizens and those requiring special care, who will require extra time to evacuate.

Other people should continue with their preparations, and be sure that they are ready to evacuate at any time.

Warning level 2 (cautionary information, etc.)

In addition to preparing emergency items to take refuge in your home, pack any luggage and valuables you will need to bring to an evacuation center. Check the Disaster Prevention and Hazard Map, and make sure you know the route to the evacuation center.

Warning level 1 (Early cautionary information, etc.)

Refrain from going outdoors, and keep track of the latest weather information from television, radio, etc. Increase your level of preparedness for a disaster.

Subsidy for the cost of prenatal COVID-19 testing

In order to ensure a safe childbirth, PCR testing to check for COVID-19 is available before delivery. The cost of the PCR tests will be subsidized. Those who would like to have a PCR test done should consult with their obstetrician.

Residents of Kashiwa City who are in their 36th to 38th week of pregnancy.

Please submit the income status notification for special child support allowance

Those who are receiving Special Child Support Allowance must submit the income status notification by Friday, September 11.  By the deadline, bring your completed income status notification and support allowance certificate to the Disability Welfare Division (City Hall Annex, 2nd Floor), or to the Reception Desk Service Division (Shonan Building, 1st Floor) to make the submission. If you do not make the submission by the deadline, you will not receive the allowance as scheduled.

Please make sure that you have received your National Health Insurance Card or Latter Stage Elderly Medical Treatment Insurance Card

Renewed National Health Insurance Cards and Latter Stage Elderly Medical Treatment Insurance Cards valid from August 1 were delivered by registered mail in July. Those who have not received their new insurance cards should pick them up as soon as possible.

How to obtain your cards

  • Reception Desk = Please bring official photo identification, and obtain your insurance card at the Health Insurance and Pension Division. (City Hall Main Building, 1st Floor)
  • Re-delivery = Please contact the Health Insurance and Pension Division.

Other

If you have entered National Health Insurance, and you also have Social Health Insurance, Workplace Health Insurance, or other health insurance, please complete an application to withdraw from National Health Insurance. To withdraw, bring your private health insurance card and National Health Insurance card to the Health Insurance and Pension Division, Reception Desk Service Division (Shonan Building, 1st Floor), any branch office, or the Kashiwa Eki Mae Administrative Service Center and complete the application.

If you participate in Frailty Prevention Activities, you can collect points that can be used for shopping. This Frailty Prevention Point System has been introduced to make it easy and fun for people who are 40 years of age and older to be kind to their health, and be kind to the household budget too. We hope you take advantage of this two-for-one deal!

Collect points, and charge up your health!

By participating in health and volunteer activities designated by the city, you can collect “Kashiwa Frailty Prevention Points”. These points can add up to a value of up to 5,000 yen per year. Have fun collecting points, and live a healthy and active lifestyle!

The first step in frailty prevention! Participate in activities to collect points.

  • Participating in activities will allow you to collect 20 points for one time, up to 40 points per day!
  • You can collect 100 points for one hour of volunteer activity, up to 200 points per day!
