Financial subsidy/support for those affected by elementary school closures

Financial assistance will be provided in order to support child-raising households that were unable to work as a result of temporary school closures due to the effects of COVID-19.

Financial subsidy/support for those affected by elementary school closures

Eligibility

Business operators who provided paid leave (excluding annual paid leave) to employees who are parents or guardians, and are thus responsible for the care of children.

Subsidy amount

The equivalent wage amount paid to the eligible employees who took paid leave.

  • Paid leave taken between February 27 and March 31 = maximum daily amount of 8,330 yen.
  • Paid leave taken between April 1 and September 30 = maximum daily amount of 15,000 yen.

Financial support for those affected by elementary school closures

Eligibility

Independent business operators who are parents or guardians, who were unable to perform commissioned work because they needed to care for children, as the child(ren)’s parent or guardian.

Financial support amount

  • Days between February 27 and March 31 that the independent business operator was unable to work = 4,100 yen per day
  • Days between April 1 and September 30 that the independent business operator was unable to work = 7,500 yen per day

The support criteria has expanded for financial support for business operators whose sales significantly decreased due to the effects of COVID-19. In addition, the national government has started a benefit system to reduce the rent burden for business operators.

Benefit criteria expansion for Kashiwa City Financial Support Benefits for Small and Medium-Sized Enterprises

Additional eligibility

Small and medium-sized enterprises, and independent business operators who meet each of the following criteria.

  • (1) The business was established between January and March.
  • (2) The average monthly sales between the month of establishment and March, or the sales for one selected month was 200,000 yen or more.
  • (3) The sales decreased by 20 percent or more for one selected month between April and July compared to the monthly sales figure for criteria (2).

Other

There are also changes to the criteria for the Sustained Income Benefit System, and for the Chiba Small and Medium Sized Enterprise Reconstruction Support Fund.

Rent Support Benefit Payment

Eligibility

This benefit applies to small and medium sized businesses and independent business operators that have rental fees to pay for their shop. They are eligible if the sales from a selected month between May and December decreased by half compared to the same month from the previous year. Alternatively, the business is eligible if sales for 3 consecutive months decreased by 30 percent or more compared to the same period in the previous year.

Benefit amount

  • Corporations = Maximum of 6,000,000 yen
  • Independent business operators = Maximum of 3,000,000 yen

Please submit the current situation report for Child Dependent Allowance

Current situation report notices will be sent to those receiving Child Dependent Allowance. The current situation report is required to verify the household situation, and must be submitted in order to receive the allowance.

How to submit a current situation report

Complete the required parts of the current situation report, and bring it directly to the Children’s Welfare Division (City Hall Annex, 3rd Floor) or the Reception Desk Service Division (Shonan Branch, 1st Floor)

If you have health concerns, reports will also be accepted by mail.

Reception desks are also available to receive submissions at night and on weekends.

How to register and use the app

  1. Download the app, and enable your smartphone’s short-range communication function (Bluetooth).
  2. If you are within 1 meter of another app user for 15 minutes or more, and the other app user tests positive for COVID-19, the app anonymously records a “contact”.
  3. If you test positive for COVID-19, the health center will issue a processing number. Enter the processing number in the app to anonymously register the positive diagnosis.
  4. If there was a possible contact within the past 14 days, the app will send you a notification.

Where, when and with whom there was contact will not be known by either side.
