The Foreign Residents Advisory Service is expanding

Foreign Residents Advisors provide an interpreting service for foreign residents to access information and consultation regarding administrative procedures and day to day life. Expansions to the service schedule will begin on Friday, May 1.

We do not provide translation for personal use or interpretation for matters other than city administration.
Consultation through an automated translation application will now be available
Beginning on Friday, May 1, consultation will be available through a translation app for 31 foreign languages including English, Chinese, Korean and Spanish.

Financial assistance system for starting school

Financial assistance is available for parents and guardians of children attending Kashiwa City public elementary or junior high schools, who are experiencing financial difficulty. If approval for financial assistance is granted, school lunch fees will be subsidized, and financial assistance will be given for part of the fees for school, such as school supplies and school trips. Applications are accepted at any time throughout the year.

Register for cancer screening!

Cancer screenings provided by the city are available through a registration system.
Make sure that you do not miss the cancer screening that you have registered for.
Eligibility
Women 20 years of age and over. Men 40 years of age and over.
Eligibility will be different depending on the type of cancer screening.
Types of cancer screenings
Stomach cancer (people 50 years of age and over may choose to receive a gastrointestinal endoscopy), colorectal cancer, tuberculosis lung cancer, breast cancer, and cervical cancer.
How to register
Please use a registration postcard available from Kinrin Community Centers, etc. Complete the required parts of the registration form and return it by mail, or use the Kashiwa City website to register.
Other
- If a cancer screening and/or “ningen dokku” overall health check-up is available to you through your workplace or other opportunity, please have the testing done there.
- People with noticeable symptoms corresponding to the area of screening, or patients currently undergoing hospital outpatient treatment are not eligible for this program. Please have the screening done at a medical facility.

A state of emergency has been declared
On April 7, a state of emergency was declared. For information on Kashiwa City’s actions as a result of the announcement, please refer to the city website.

Please limit non-urgent and non-essential outings
People who have no symptoms, or minor symptoms, can unknowingly spread the virus. Please avoid non-urgent and non-essential outings to crowded places and avoid going out at night.
Avoid the “Three C’s”
Avoid situations referred to as the “Three C’s”.
- Closed spaces
- Crowded places
- Close contact
These situations add up to a higher risk of mass infection. Please try to avoid these situations and places as much as possible.
Closed spaces
These are enclosed spaces with no windows, and no way to open a door. Spaces with poor air circulation.
Crowded places
Spaces where a large number of people congregate.
Close contact
Situations where, for a certain amount of time, you remain close enough for two people to reach out and touch hands (about two meters). Situations where people are speaking or having a conversation.

For consultation regarding the new coronavirus, a dedicated phone service has been established. If you have any of the following symptoms, please call first for consultation.
- You have had cold symptoms or a fever of 37.5ºC for 4 days or more (including the time when medicine was used to reduce the fever).
- You have a strong feeling of weariness (fatigue) or shortness of breath (difficulty breathing).
Please consult with the consultation center if you are a senior citizen or have an underlying disease, and you have had the symptoms mentioned above for about two days.
Information regarding closure of facilities and cancellation/postponement of events
In order to prevent the spread of the new coronavirus, city facilities are being closed, and events are being cancelled or postponed. For up-to-date information, please visit the Kashiwa City website, or contact the facility or event management.
