Don't let the memories of 3/11 fade away - Steps we can take to be prepared for a disaster

It will soon be 9 years since the Great East Japan Earthquake occurred on March 11, 2011. Even in Kashiwa City, the earthquake was recorded at a seismic intensity of upper 5, some buildings were damaged, and over 2,000 people had difficulty returning home from work or school.

Let’s use the lessons we have learned from the earthquake, and be prepared to think clearly and act calmly in the event of a disaster.

Let’s discuss disaster preparedness with our family and at our workplaces on a regular basis, and be ready to make sensible decisions and take action calmly in the event of a disaster.

Have a family meeting to discuss disaster prevention and mitigation

Make sure you have a way to contact your family members

If a disaster occurs, it will be difficult to make contact using your cell phone. Make sure you know how to use communication methods such as the "Disaster Emergency Message Dial 171"

Make sure you know the route to the evacuation areas

Use the hazard map, and make sure you know the location of evacuation centers. Prepare yourself by getting to know several routes to reach the evacuation areas safely.

All types of disaster prevention maps are available at the Disaster Prevention and Safety Division (City Hall Main Building, 2nd Floor), and all Kinrin Community Centers.

Prepare a supply of food and drinking water

Make sure you have at least a 3-day supply of food and drinking water. If you can, try to keep a 1-week supply.

For drinking water, you will need about 3 liters per day for each person.

An easy way to prepare

Buying food with a long shelf life, such as biscuits and crackers is not enough to prepare for a disaster. When you buy your favorite canned and retort pouch packaged food, buy a little extra. When you use the usual amount, make sure to replenish it so that you always have some set aside.

Be ready for emergencies by registering for the Kashiwa E-mail Distribution Service

In Kashiwa City, the Kashiwa E-Mail Distribution Service is available to provide city residents with information during a disaster, crime prevention information, and other notifications. Registration is free, and you can receive a variety of information on your mobile phone or computer.

Applications will start for the 2020 fiscal year Kashiwa City National Health Insurance and Latter Stage Elderly Medical Treatment Insurance special health services

In Kashiwa City, one person can receive 8 special health service tickets (one ticket represents a 1000 yen subsidy). Starting on March 1, applications will be accepted for the 2020 fiscal year tickets.

Services that can be used

  • Acupuncture treatments, etc.
  • Dental cleaning
  • Health check-ups for people aged 18 to 39
  • Physical exercise

Eligibility

Those who have no unpaid health insurance payments from the 2019 fiscal year or earlier, and who meet either of the following criteria.

  • Those who have entered Kashiwa City National Health Insurance, and are 18 years of age or older as of March 31, 2021.
  • Those who live in Kashiwa City, and have entered the Chiba Prefecture Latter Stage Elderly Medical Treatment Insurance

Application

Make the application in person at the Health Insurance and Pension Division (Kashiwa City Hall Main Building, 1st Floor), or the Shonan Reception Desk Service Division (Shonan Branch, 1st Floor), the Kashiwa Eki-Mae Administrative Service Center, or any branch office.

Other

  • If you register at the Health Insurance and Pension Division during or after April, the service tickets can be issued on the same day. At other locations, the service tickets will be sent by mail.
  • If a representative makes the application for tickets to be issued on the same day, they will require identification.

Part of the Chuo Taikukan (Gymnasium) will be closed for renovations

Renovations will be done at the Chuo Taikukan to repair areas that have deteriorated with age, and install an air conditioning system in the arena, spectator seats, and the training room. During the renovation period, the following facilities will be unavailable for use. We appreciate your understanding.

Renovation period

May to February of next year.

Facilities that will be closed for renovation

Arena, running course, children’s physical activity room, small physical activity room, judo area, kendo area, locker rooms (including toilets and shower rooms), break room and meeting room.

Other

The training room will be moved to the Chuo Taikukan Kanri-To (Management Building), 2nd floor meeting room.

Regarding classes held at the Chuo Taikukan (Gymnasium)

The following classes will be moved to the Shonan Building.

Kenko (Health) Yoga A, Mat Pilates, Taiku (Physical Activity) School, Shokyu (Beginner) Yoga, Oyako Kyoshitsu (Mother and Child Class).

Other

Only the Iki-Iki Taiso (Seniors’ Calisthenics) will be held at the Chuo Hoken Center (Central Health Center)

Obtain your My Number Card

Beginning in September, those who have a My Number Card (Individual Number Card) will be eligible to have points returned. If you do not already have a My Number Card, please apply early. The My Number reception counter will likely have a large number of applications.

How to obtain an application form

Bring personal identification, and obtain an application form from the Citizens’ Division (City Hall Main Building, 1st Floor), Reception Desk Service Division (Shonan Building, 1st Floor), the Kashiwa Eki-Mae Administrative Service Center, or any branch office.

How to apply

Apply using one of the following methods.

  • Attach an ID photo of your face to the application form, and mail it to 219-8732, Japan Agency for Local Authority Information Systems, Individual Number Card Issuance Application Reception Center (地方公共団体情報システム機構個人番号カード交付申請書受付センター).
  • Bring personal identification, and apply in person at the My Number Card Issuance Counter (City Hall Main Building, 1st Floor)
  • Use the ID written on the application form, and apply through the My Number Card website.

Other

After your application has been submitted, it will take about one month for the issuance notification form to be sent out by mail. The date and time to pick up your My Number Card will be by appointment at one of the following locations; Citizens’ Division, Reception Desk Service Division, Kashiwa Eki-Mae Administrative Service Center, or specified branch office.

Setting the My Key ID for your My Number Card

In order to receive the points from your My Number Card, you will need to set your My Key ID that is used with the My Number Card point return system. The city provides support for setting up your My Key ID.
