Kashiwa Mayoral Election and General Election for the Members of the House of Representatives

  As the Kashiwa City mayor reaches the end of his term of office, there will be an election. The mayoral election was originally scheduled for Sunday, November 12, but it has been changed to the same day as the general election for the Members of the House of Representatives on Sunday, October 22. You can cast your vote at the same time as the election for the Members of the House of Representatives.

Please be aware of the advance polling locations!

  Voting can be done at the same time for the Kashiwa City mayoral election and the general election for the Members of the House of Representatives, however for both elections that are being held this time, the old Kashiwa City area will be Chiba Electoral District 8, and the old Shonan Area will be Chiba Electoral District 13. The advance polling locations will be different for both of these districts. Please refer to the separate table before you head to the polling stations.

Advance polling can be done at locations 1, 2 and 3 for the general election for the Members of the House of Representatives on October 15. For the polling times and other information, please refer to your voting card or the city homepage.

Kashiwa City Mayoral Election and the General Election for the Members of the House of Representatives (Polling Day) Sunday, October 22, 7:00am to 8:00pm

●Who can vote
   If you meet the following two requirements, and are registered on the Kashiwa City Permanent Electoral Roll, you may vote in this election.
1.Kashiwa City Mayoral Election - Must be registered on the Kashiwa City Permanent Electoral Roll as of July 14, 2017, and must continue to have an address in Kashiwa city on the voting date (or on the day of the advance poll).
 General Election for the Members of the House of Representatives - Must be a registered resident of Kashiwa City as of July 9, 2017, and must continue to have an address in Kashiwa city on the voting date, and must continue to have an address in Kashiwa City on the registry standard date (October 9).
2.Must have been born on or before October 23, 1999.
●Voting location
 Use the location written on your voting card, which is one of 73 voting locations in the city.
●If you have moved within the city.
 If you moved within the city on or after September 28, you will use the voting location for your former address.
●If you moved out of the city
Kashiwa City Mayoral Election - You will not be eligible to vote.
General Election for the Members of the House of Representatives - If your name was registered on the Kashiwa City Electoral Roll, and you moved out of the city on or after June 11, and your name is not registered in your new municipality, you will vote in Kashiwa City.
●Voting cards sent by mail
 A sealed polling station card will be sent to your home by mail.
  One form will have up to 4 names of voters living in the same household, so please tear off your part of the form before you go to the polls.

◎In order for the voting process to run smoothly, there will be no card received in exchange for the voting card. Even if your card is lost, you may still vote if your name is on the registered voters list.
●How to cast your ballot
Kashiwa City Mayoral Election – Enter the name of the candidate
General Election for the Members of the House of Representatives – Single-member district election = Enter the name of the candidate, Proportional representation election = enter the name of the political party
●Proxy voting and Braille voting
For those who have difficulty filling out their own ballot because they are visually impaired, or have an illness or injury, voting can also be done by proxy or using Braille. Please place a request with the polling station staff.
●Absentee Voting
If you are staying outside of the city for work, or other reasons, you can request a ballot and other required documents from the Kashiwa City Election Management Committee, and cast an absentee ballot with the election management committee in the municipality where you are staying. Those who are staying in a hospital, nursing home, etc., can cast their absentee ballot at that facility.
●Voting by mail
Depending on their physical condition, those who have a Disabled Persons Handbook or Wounded Veterans Handbook, or an insurance card for Nursing Care Insurance may be able to vote by mail. An application with the Election Management Committee must be made ahead of time, and a certificate must be issued and received, so please enquire as soon as possible.
●Ballot counting and announcement of election results
Date and time: Sunday, October 22, from 9:15pm.
Location: Chuo Taikukan (Central Gymnasium)
Announcement of Election Results: The first round of election results will be announced at 10:00pm, and will continue every 30 minutes until the end of the ballot counting. You can check for up-to-date results on the city homepage.
Other: Please refrain from going to the polling station by car.

There will be a test broadcast of an Emergency Earthquake Notification

On Wednesday, November 1 at around 10:00am, a test broadcast of an Emergency Earthquake Notification will be done.
Details of Broadcast: (A chime will sound) --> “This is Disaster Prevention Kashiwa. At this time, we are conducting a test broadcast.” (Chime) --> “Emergency Earthquake Notification. There is a big earthquake. This is a test broadcast. (Three times)” --> “This is Disaster Prevention Kashiwa. This is the end of the test broadcast.” --> (Chime) *The broadcast will be done in Japanese.
Other: Depending on the weather, there may be a chance of cancellation. The broadcast may be done at the same time in neighboring cities.

Participants are Welcome for the Japanese Speech Contest

Date and Time: Sunday, February 4, 2018, 1:30pm to 3:30pm
Location: Palette Kashiwa
Eligibility: Foreigners whose first language is not Japanese, who are residing, working, or attending in Kashiwa City. 15 participants.
Application: By Saturday, December 2, complete the required parts of the application and mail it (postmarked by the deadline) to 277−0005 Kashiwa City Cross-Cultural Center. You may also submit your application by fax to 04−7165−7321, email to kcc@kira-kira.jp, or submit it directly in person. Applications forms are available at the Cross-Cultural Center.
(補足)Application forms may also be downloaded from the Cross-Cultural Center homepage. If there are a large number of applications, participants will be selected by screening. Applicants will be notified of the selection results by Saturday, January 6 of next year.
