Changes to the rules for use of the Kinrin Community Centers

For usage of the Kinrin Centers beginning April 1, changes to some of the rules for use will apply.
■Details of the new changes
Closures: The centers will be closed on the 3rd Monday of each month.
Number of times applications can be made: ▶Applications for selection by draw = up to 5 times per month ▶Reservation of vacant rooms = up to 5 times per month. ※Applications can be made for reservations exceeding the allotted number of times from 10 days in advance up to the day of use of the room. For usage exceeding the allotted number of times, please apply directly at the facility you wish to use.
◎There are no changes to the usage fee or the length of time a room can be used.
The Shonan Kominkan public hall will be switched over to the Shonan Kinrin Center
●The nickname "Himawari Plaza" has been chosen
To find a name for the facility that city residents will come to love and appreciate, residents were asked to submit their ideas, and the name "Himawari Plaza" was chosen. Thank you very much for submitting so many great ideas.
●There are no changes to the usage fee or the length of time a room can be used.
Even after the move, the new facility will continue the Shonan Kominkan's current rules for the usage fee and the length of time a room can be used.

Now accepting applications for city-operated housing

1. Regular City-Operated Housing and Renovated Housing
Eligibility: Those who meet all of the following requirements: ❶Applicants must be Japanese citizens, foreigners who are mid to long-term residents (permanent residents, spouse of a Japanese national, etc.), or special permanent residents. ❷Must currently be a registered resident in this city as of November 1, 2015, continuing to live in this city, and be experiencing difficulty with their current residence. ❸Must be currently living with or intending to live with relatives (those who were born on or before April 1st 1956 may be living alone.) ❹Must not have unpaid city taxes. ❺Applicants or family members with whom the applicant is intending to reside must not be members of organized crime syndicates. ❻According to a fixed calculation method, monthly income must be Ⓐ158,000 yen or under for regular city-operated housing Ⓑ114,000 yen or under for renovated housing (For handicapped, elderly households, etc, Ⓐ = 214,000 yen or less, and Ⓑ = 139,000 yen or less) ※The monthly income for a household is calculated by applying all appropriate deductions to the total income of the household over one year, and dividing the remaining amount over 12 months.
2. Fixed-term rental units for households raising children
Eligibility: Households which meet all of the requirements ❶ to ❻, and where the household consists of a husband and wife who, including the applicant, are both 40 years of age or under, and have children who are in elementary school year 6 or under (there will be a condition of a 10-year tenancy).

Where to pick up an application form: Application forms are available at the Housing Division (City Hall, Main Building, 4th Floor), Shonan Branch General Affairs Division (Shonan Building, 1st Floor), Takayanagi Kinrin Center, Kashiwa Eki-Mae Administrative Service Center, and Tokyu Community Kashiwa City-Operated Housing Management Office (Kashiwa 4-Chome).
Application: Applications must be received postmarked the deadline on Tuesday, December 15. Please complete all of the necessary parts of the form, and send it in the special envelope provided with the application form. ※One application per household. If there are more applicants than spaces available, a draw will be held.
Other: Regarding applications that were not made at this time for residences for households raising children, another round of applications will be held as required (on a first-come, first-served basis). Please inquire for more information.
Applications will be accepted for bicycle parking spaces selected by draw for the 2016 fiscal year

How to apply
Application: From Thursday, December 10 to Monday, January 25, excluding the Year-End and New Year's holiday, please pick up a postcard available at the Transportation Facilities Division (City Hall, Main Building, 4th Floor), or the bicycle parking lots at Kashiwa Station or Takayanagi Station. Fill out the required parts of the postcard, and attach a 52 yen stamp to both the send and return portions, and send it by mail or bring it directly to the Transportation Facilities Division. Postcards sent by mail must be postmarked by the deadline. If you bring the application in directly, you only need to attach a stamp to the return part of the postcard.

Application: From Thursday, December 10 to Monday, January 25, electronic applications can be made through the city homepage (using the Chiba Electronic Application Service). ※You will need an email address where the results can be sent. More than one application from the same email address will not be accepted.
Results of the Draw
Results of the draw are scheduled to be sent out from Friday, February 19.
Kita-Kashiwa Station South Exit Bicycle Parking Lot 3

How to apply
Application: From Thursday, December 10 to Sunday, January 31, please pick up a postcard available at the Kita-Kashiwa Station South Exit, bicycle parking Lot 1 or Lot 3. Fill in the required parts of the postcard, and attach a 52 yen stamp to both the send and reply portions, and send it by mail. Applications must be postmarked by the deadline. You may also bring the application in person to the Kita-Kashiwa Station South Exit, bicycle parking Lot 1 or 3. If you bring the application in directly, you only need to attach a stamp to the return part of the postcard.
Results of the draw
Results of the draw are scheduled to be sent out from mid to late March.
Important points to note (applicable to both bicycle parking areas)
●Multiple applications for the same bicycle parking lot will all be invalid.
●Applications that do not have a stamp affixed will be invalid.
●For details regarding the application process following the draw, please see the information included with the results of the draw.
●For other Regular Use Bicycle Parking Lots, applications will begin on Wednesday, March 2. For more information, please see the city homepage.
The Kashiwa Calendar will be available free of charge
The Kashiwa City Tourism Association has created a calendar featuring paintings by Hirohiko Kobayashi, an artist living in Kashiwa City. The calendar is titled "2016 Kashiwa Calendar - Visiting Kashiwa in Pictures", and it offers a pictorial tour of our city with watercolour paintings of Kashiwa's popular sightseeing spots.
Beginning of availability: From Wednesday, December 2 at 9:00am
Distribution: Available at the Commerce & Industry Promotion Division (City Hall Annex, 4th Floor), and the Kashiwa City Tourism Association (in the Kashiwa City Chamber of Commerce and Industry) ※Calendars will not be available at the Kashiwa Information Center.
Number of Calendars Available: 3000 (1 per person)
