Special subsidy payment for child rearing  household with lower income

We offer special subsidy payment to financially struggling households due to the soaring prices.

For anybody who has received child rearing allowance for March (not including the single parenting household allowance), and special subsidy payment for child rearing household for fiscal year of 2022, special subsidy payment for child rearing household for fiscal year of 2023 is paid on 25th of May.

Anybody who satisfies in the following criteria may be eligible for the special subsidy payment for child rearing household.

Eligibility  

①Any household with a child born after 2nd of April, 2005 (Heisei 17), or with a child born during 2nd of April 2003 (Heisei 15) and 29th February, 2024 (Reiwa 6) satisfies any of the following criteria

▶resident-tax exempt for 2023 fiscal year (Reiwa 5)

▶Due to the sudden change of the income, and dropped current income is almost equivalent to the income level for the resident-tax exempt.

▶Single parenting household with a sudden change of income, and dropped current income is below the income level  for the child rearing allowance.

② Single parenting household which is not entitled for the child rearing allowance because of being on public pension, with the income for 2021 below the standard level of  child rearing allowance.

50,000 yen each per entitled child

How to apply

By 15th of March 2024 (Friday), the application form available at the Child Welfare Division (3rd floor, City hall annex) with required documents has to be sent by post (must arrive) to, or brought in directly or applied on the homepage of Kashiwa city

By 15th June (Thursday), application forms in dedicated envelop have to be sent by post (Postmark on the day is valid)

In case of too many applications, place allocation will be done by a draw.

Application for financial support for school attendance is accepted anytime

For financially struggling household with any children enrolling at public elementary and junior high schools in Kashiwa city, support is offered to maintain the school attendance. For the entitled household, exemption of school lunch fee, financial support for school supplies, extracurricular activity and school trip fee are offered.

Reminders for the entitlement for Child Allowance

For anybody already entitled for Child Allowance

 When any changes in child minding environment or any changes of pension scheme takes place, you have to request for the entitlement. The same applies when you become public employee.   

For anybody lost or rejected the entitlement because of the higher income over the criteria during 2022  

When the income for 2022 falls in the criteria for the entitlement, you have to request the entitlement for the Child Allowance (special provision). You have to request within 16 days after you receive the notification of municipal tax. If the request is not made before the closing date, you may end up having some months which you will not be paid.

Book Voucher for any child with birth-registered

Support for purchasing expenses of books to expand the education is offered to promote children motivated to study and establish the routine of studying even in financially struggling circumstances due to soaring prices. A 5,000-yen book voucher per child will be sent out by mail from mid-June.

Shelters are now equipped with solar power storage battery

To secure the power which is vital for the evacuating shelter life to collect the updated information, Kashiwa city has made the use of national grant to equip 4 sets of solar powered storage batteries each at all the 109 shelters in Kashiwa city.

From 12th of June (Monday), tax certificate of municipal and prefectural tax can be issued. If you have not finished your tax declaration yet, certificate cannot be issued on the day.

Group Vaccination for COVID-19 is available at Ito-yoka-do Kashiwa on Saturdays and Sundays in June (from the second week and later). You have to make a booking on online-booking system of Kashiwa city or COVID-19 Vaccine Call Center.

Eligibility   

Anybody with more than 2 vaccinations done in more than 3 months ago in either of following criteria

▶65 years old and older ▶12 year old and older with pre-existing condition  diagnosed by the doctor for high risk of severity  ▶working for medical institutes, nursing care facility for the elderly people

Anybody who is 15 years old and younger has to be accompanied by the guardian.
