Your cooperation is required with the State of Emergency Actions as part of the Covid-19 countermeasures

Due to the increased transmission of Covid-19 centered around the Tokyo metropolitan area, the metropolitan area and three prefectures (Tokyo, Chiba, Saitama and Kanagawa) are implementing intensive countermeasures until Sunday, January 31 to prevent further transmission of the disease. We ask for the cooperation and understanding of all Kashiwa City residents.

Four countermeasures to protect yourself and the community

City residents

Refrain from non-essential and non-urgent excursions
  • Refrain from non-essential and non-urgent excursions after 8pm.
  • Refrain from excursions to places with a high risk of Covid-19 transmission.

Business operators

Reduction of hours of operation for restaurants

Do not operate restaurants between 8pm and 5am. (This includes karaoke parlors and bars. Alcohol cannot be served after 7pm.)

Change the working style at your place of business
  • Implement telework, working from home, and staggered commuting times.
  • Be strict with Covid-19 countermeasures at workplaces and dormitories. Refrain from having meals with other people.
Refrain from holding events
  • We ask that everyone refrain from sharing meals after before or after events or sporting activities. Winter illumination should be shut off early.

Following the declaration of the state of emergency, the prefecture may change the content of the request made to the residents. For more information on the steps that Kashiwa City is taking as part of the state of emergency, please visit the city website.

Please use postal applications or convenience store issuing services for the certificate of residence (juminhyo) and other documents

In order to prevent the spread of Covid-19, please use postal applications for documents such as the certificate of residence (juminhyo) and family register (kosekitohon). For those who have a My Number (Individual Number) Card, the following documents can be issued at convenience stores; family register documents (kosekitohon and kosekishohon), family register slip (kosekinofuhyo – for those with the main family residence (honseki) in Kashiwa City), certificate of residence (juminhyo), and inkan certificate (inkanshomeisho).

Prepare your taxes early

 Filing and payment of the tax return for 2020 income tax and special income tax for reconstruction is from Tuesday, February 16 to Monday, March 15. Reception is starting now for those who are receiving a public pension. Please note that additional taxes may be charged for returns filed after the deadline.

Tuesday, February 16 to Monday, March 15, excluding Saturdays, Sundays and public holidays. The special tax return area will be open on Sunday, February 21 and Sunday, February 28. (Reception is also open before the schedule listed above for those who are receiving a public pension.)

Other
  • For tax return creation at the special tax return area, you must either make an appointment in advance using the LINE app or obtain a numbered ticket on same day.
  • When the tax return area is open on Sundays and public holidays, national tax receipts, phone consultation and tax payment certificates will be unavailable.
  • The Kashiwa Tax Office parking lot will be unavailable until mid-April.

Free tax return consultation provided by the Certified Public Tax Accountant's Association

Details

Certified Public Tax Accountants registered with the Chiba Certified Public Tax Accountant's Association Kashiwa Branch will provide consultation and assistance for the following types of tax returns.

Documents 1 to 3 and 7 = original documents

Document 4 = Details of purchase must be attached (medical fee receipts must be stored for 5 years after the deadline of the tax return in order to allow confirmation of the details of the purchase). Each type of form for purchase details can be downloaded from the city website.

Document 11 = only for income tax returns

Please be aware of the following points

  • Leave plenty of time when you come in for consultation.
  • Refrain from coming by car.
  • Consult directly with the tax office for the following items.

▶Tax returns for casualty loss deductions, donation deductions, etc. ▶Tax returns for years other than 2020. ▶Blue tax returns (Ao-iro shinkoku) ▶Tax returns for income resulting from revenue generated by business operations, agriculture and real estate, etc. ▶Tax returns for income and losses from the transfer of land, homes, stocks, etc. ▶If you are receiving a mortgage deduction (special deduction for loans to purchase a home) ▶Consultation for completing income tax returns for foreigners or deceased persons.

Convenient preparation method for income tax returns

National Tax Agency Website

Tax returns can be created using the Tax Return Creation Corner on the National Tax Agency website. Tax Answer is a helpful service for questions related to tax returns. Applications forms can be printed and submitted by mail.

Electronic filing and tax payment system (e-Tax)

Precautions for preparing a final income tax return

My Number (Individual Number) is required

Please present one of the following documents when you file your tax return:

  • My Number Card
  • My Number Notification Card, etc. (documents with no errors) that can verify your Individual Number, along with a driver’s license or other photo identification.

If you are filing your return by mail, please provide a copy of the documents (both sides of your My Number Card).

For those who receive a medical expense reduction

If medical expenses over a certain amount were paid for the individual or relatives who share the same income for living expenses, the individual making the tax return may be eligible for a tax refund if a medical expense deduction is reported.

For those receiving special mortgage deductions (home loan deductions)

If you moved into your home between 2010 and 2020 and received a mortgage deduction, but the full deduction amount could not be applied to your income tax, a tax credit will be deducted from the income amount of the city / prefectural tax. For those who moved into their home in the year 2020 and are eligible for the mortgage deduction for the first time, a tax return must be filed at the tax office by Monday, March 15. Also, salary earners who have received a mortgage deduction for the year-end income tax adjustment and are also eligible for deductions for medical expenses and donations, must file a tax return by Monday, March 15.

Those with dependent relatives under age 16

As it is necessary for the calculation of the tax exemption limit of the city and prefectural tax, please fill in the space for “Items relevant to a spouse or relatives” in Table 2 of the tax return form.

Please be aware of the following points

In order to receive personal deductions for relatives living abroad, you must attach or show documents pertaining to those relatives as well as remittance documents. (If the document is in a foreign language, please attach a translation.)

Regarding city/prefectural tax returns

For those who file a tax return for city and prefectural tax for the year 2021, please write the necessary information on the tax return form that will be sent out in late January and mail it to the Kashiwa City Hall, Municipal Tax Division, postal code 277-8505 (to be received by the deadline). You may also create a city/prefectural tax return on the city website from the end of January. Once you have created the return, you may print it out and submit it by mail. Even if you filed a tax return last year, you will not be sent tax return forms if you are not expected to be required to file a 2021 tax return. If you need a tax return form, please contact the Municipal Tax Division.

Your cooperation is appreciated for early submission of payroll reports

Individuals and corporations that have paid employee salaries and wages (including full-time and part-time) during 2020 are required to submit a salary payment report for all employees living in Kashiwa City as of January 1, 2021. Please submit this document on time as it is important for your employees’ city/prefectural tax report.

This fund supports small and medium enterprise operators and individual business operators who have experienced a continued reduction in sales as a result of the spread of Covid-19.

Eligibility

Small and medium enterprise operators or individual business operators whose main place of business is located in Kashiwa City.

▶Total sales for 2019 were 1,200,000 yen or higher.

▶Monthly sales between April and December of 2020, for 6 months or more had a 20 percent or more reduction compared to the sales of the same month in 2019.

Up to 1,000,000 yen

By Friday, February 12, download an application form from the city website, complete the required parts of the form, and submit the completed application form by mail. Address the application form to postal code 277-8505, Kashiwa City Hall, Small and Medium Enterprise Management Employment Support Payment Officer (applications postmarked by the deadline are valid).
