Preparation for the next wave of Covid-19 infections

We are continuing to prepare for the 3rd dose of the vaccine in Kashiwa City. We will provide information about the mailing of vaccination tickets, how to make vaccination appointments, and vaccination certificates. (This information is current as of January 6).

 

In preparation for the 3rd vaccination

The vaccination ticket mailing schedule will be moved ahead

In the city, we are preparing the system to administer the 3rd vaccination to everyone over the age of 18 who wishes to receive one, generally when 8 months have passed since their 2nd vaccination. The original mailing schedule for the 3rd vaccination tickets has been moved ahead, and the tickets will be mailed out in order according to the date of the 2nd vaccination. Tickets for the 3rd vaccination are scheduled to be mailed out to people who received their 2nd vaccination from June to August 2021, according to the following chart.

◎The 3rd vaccination tickets will arrive in a yellow envelope.

 

It will be possible for some people to receive their vaccinations ahead of schedule

In general, the 3rd vaccination can be received after 8 months have passed since the 2nd vaccination. However, as part of a new national policy, medical workers and elderly people living in long-term care homes can receive their 3rd vaccination after 6 months, and people over 65 years of age can receive their vaccination after 7 months.

 

The city’s appointment system will begin on Wednesday, January 26

Starting at 12:30 pm on Wednesday, January 26, the city’s appointment system will begin accepting appointments for individual vaccinations at some medical facilities and the city’s group vaccinations. The appointment time slots will be updated according to the situation. People with vaccination tickets who would like to get vaccinated can make an appointment. Please make an appointment through the city’s appointment system or by calling the Kashiwa City Covid-19 Vaccine Call Center.

Regarding the vaccine supply and the safety of alternate vaccines

The total vaccine supply provided by the country until the end of March for the 3rd vaccination will have a higher proportion of the Takeda/Moderna vaccine compared to the supply used for the 1st and 2nd vaccinations. If you received the Pfizer vaccine for your 1st and 2nd vaccinations, please also consider having your vaccination done at a group vaccination facility that uses the Moderna vaccine. In addition, according to research done in the United States, side effects are reported to be about the same level as the first vaccination, and there is no difference in the side effects reported by people who received an alternate vaccine (using Pfizer and Moderna alternately) compared with using the same type of vaccine. Furthermore, the use of alternate vaccines as a booster has been reported to be beneficial for the increase of antibody levels.

People who have their vaccination done at a group vaccination center will receive “Frailty Prevention Points” and be eligible to win special local goods through a draw. Please visit the city website for more information.   

 

Regarding vaccination certificates

There are two types of official vaccination certificates (vaccine passports) to show your vaccination status; one for use overseas, and another for use in Japan. If you need vaccination certificates for overseas travel or for domestic use, please apply for each one separately.

Within Japan, the Certificate of Completed Vaccination (temporary), Vaccination Record and the Certificate of 1st and 2nd Vaccination included with the 3rd vaccination ticket are all valid proof of vaccination.

 

■People who need to apply for a vaccination certificate

▶For overseas travel

People who are travelling to a country which the Ministry of Foreign Affairs has listed as requiring a vaccination certificate.

▶For use within Japan

・People who have lost their Certificate of Completed Vaccination or Vaccination Record

・A vaccination certificate with a QR code is required

 

Other

It may take about one month to issue a certificate after the application has been made.

Vaccination certificates can also be issued using an app

People who have a My Number Card can use the Covid-19 Vaccination Certificate App on their smartphone to apply for and receive an electronic certificate which displays the type of vaccine used, the serial number, the date of vaccination, etc.

Prepare your taxes early

 Filing and payment of the tax return for 2021 income tax and special income tax for reconstruction is from Tuesday, February 1 to Tuesday, March 15. Please note that additional taxes may be charged for returns filed after the deadline.

Please comply with the following requests

・ Please refrain from coming to any of the locations by car

・ Please leave plenty of time when you come to the tax return location

Tuesday, February 1 to Tuesday, March 15, excluding Saturdays, Sundays and public holidays. The special tax return area will be open on Sunday, February 20 and Sunday, February 27.

 

Other

▶ For tax return creation at the special tax return area, you must either make an appointment in advance using the LINE app or obtain a numbered ticket on same day.

▶ When the tax return area is open on Sundays and public holidays, national tax receipts, phone consultation and tax payment certificates will be unavailable.

▶The Kashiwa Tax Office parking lot will be unavailable until mid-April.

Details

Certified Public Tax Accountants registered with the Chiba Certified Public Tax Accountant's Association Kashiwa Branch will provide consultation and assistance for the following types of tax returns.

◆Please submit tax returns created at home as follows:

▶ Final Income Tax Return = Mail to postal code 277-8522 Kashiwa Tax Office, or submit the document in person.

▶ Municipal and Prefectural Tax Returns = Mail to postal code 277-8505, Kashiwa City Hall Citizens’ Tax Division.

◎If you need a stamped receipt, please include a self-addressed return envelope with an 84-yen postage stamp.

Consult directly with the tax office for the following items:

▶Tax returns for income resulting from revenue generated by business operations, agriculture and real estate, etc. ▶Tax returns for income and losses from the transfer of land, homes, stocks, etc. ▶If you are receiving a mortgage deduction (special deduction for loans to purchase a home) ▶Consultation for completing income tax returns for foreigners or deceased persons.

National Tax Agency Website

Tax returns can be created using the Tax Return Creation Corner on the National Tax Agency website. Tax Answer is a helpful service for questions related to tax returns. Applications forms can be printed and submitted by mail.

 

Electronic filing and tax payment system (e-Tax)

Precautions for preparing a final income tax return

Entering your My Number (Individual Number)

Please complete the required parts of the tax return form, and present one of the following documents when you file your tax return:

・My Number Card

・My Number Notification Card, or documents that can verify your Individual Number, along with a driver’s license or other photo identification.

◎If you are filing your return by mail, please provide a copy of the documents (both sides of your My Number Card).

 

For those who receive a medical expense reduction

 If medical expenses over a certain amount were paid for the individual or relatives who share the same income for living expenses, the individual making the tax return may be eligible for a tax refund if a medical expense deduction is reported.

 

For those receiving special mortgage deductions (home loan deductions)

 If you moved into your home between 2012 and 2021 and received a mortgage deduction, but the full deduction amount could not be applied to your income tax, a tax credit will be deducted from the income amount of the city / prefectural tax. For those who moved into their home in the year 2021 and are eligible for the mortgage deduction for the first time, a tax return must be filed at the tax office by Tuesday, March 15. Also, salary earners who have received a mortgage deduction for the year-end income tax adjustment and are also eligible for deductions for medical expenses and donations must file a tax return by Tuesday, March 15.

 

Those with dependent relatives under age 16

 As it is necessary for the calculation of the tax exemption limit of the city and prefectural tax, please draw a circle in the space for “residence tax”in the “items pertaining to a spouse or relatives” part of Table 2 on the tax return form.

 

Please be aware of the following points

In order to receive personal deductions for relatives living abroad, you must attach or show documents pertaining to those relatives as well as remittance documents. (If the document is in a foreign language, please attach a translation.)

 

Regarding city/prefectural tax returns

 For those who file a tax return for city and prefectural tax for the year 2022, please write the necessary information on the tax return form that will be sent out in late January and mail it to the Kashiwa City Hall, Municipal Tax Division, postal code 277-8505 (to be received by the deadline). You may also create a city/prefectural tax return on the city website from the end of January. Once you have created the return, you may print it out and submit it by mail. Even if you filed a tax return last year, you will not be sent tax return forms if you are not expected to be required to file a 2022 tax return. If you need a tax return form, please contact the Municipal Tax Division.

 

Your cooperation is appreciated for early submission of payroll reports

 Individuals and corporations that have paid employee salaries and wages (including full-time and part-time) during 2021 are required to submit a salary payment report for all employees living in Kashiwa City as of January 1, 2022. Please submit this document on time as it is important for your employees’ city/prefectural tax report.

Apply as soon as possible for the Special Support Benefit for Low-Income Child-Raising Households

Special benefits will be paid to support child-raising households that have experienced a reduction in income due to the effects of Covid-19. Benefits have already been paid to those who are eligible, but if you have not yet completed your application, please do so as soon as possible.

 

Eligibility

Households with a child born on or after April 2, 2003 or a child with a disability born between April 2, 2001 and February 28, 2022, and also meet the following conditions:

▶︎There was a drastic change in household income due to the effects of Covid-19, and the current income is at the same level as a household eligible for residence tax exemption.

▶︎Single-parent households that experienced a reduction in income due to the effects of Covid-19, and whose income is below the limit for Child Dependent Allowance.

 

Amount of benefit

50,000 yen for each eligible child

By Monday, February 28, fill out the required parts of the application form, attach the necessary documents, and mail it to 277-8505, Kashiwa City Hall Children’s Welfare Division (to be received by the deadline). You can also submit the application in person. Application forms are available at the Children’s Welfare Division (Kashiwa City Hall Annex, 3rd Floor), or can be downloaded from the city website.
