Financial Assistance for Child-Raising

Child Medical Expense Subsidy

Subsidies are available to alleviate the financial burden of medical expenses for children.

To receive a subsidy, you must apply for a Medical Expense Subsidy Recipient Certificate in advance.

(1) Eligibility

For outpatients and inpatients: From newborns aged 0 year up to and including preschool children who are

registered on the foreign resident registration record.
(From December 2010, eligibility will be expanded to include children of 1st graders to 3rd graders.)

(2) How to Apply

Bring the health insurance card with the names of the qualified child and parent, name seal and the parent’s city/ prefectural resident’s tax certificate, and apply at the Children’s Welfare Division in City Hall or the Window Service Section in Shonan Branch City Office.

Child Allowance

This allowance is provided to those who are raising children up to the first March 31 after the child’s 15th birthday (children about to finish the junior high school).

(1) Monthly Allowance

\13,000 per child

(2) How to Apply

Bring the bankbook with the name of the guardian who is raising the child, name seal and the foreign resident registration card, and apply at the Children’s Welfare Division in City Hall or the Window Service Section in Shonan Branch City Office.

Child-Raising Allowance

This allowance is provided to single parents who are raising children (up to the first March 31 after the child’s 18th birthday).

(1) Allowance Amount

1st child: ¥41,720 per month

2nd child: an additional ¥5,000 per month

3rd and subsequent child: an additional ¥3,000 per additional child

*This allowance is reduced or not available for those whose income is over a designated amount.

The allowance is paid three times a year, in August, December and April.

(2) How to Apply

Apply directly at the Children’s Welfare Division in City Hall or the Window Service Section in Shonan Branch City Office. Please call for more information concerning the required documents.

Medical Subsidies for Single-Parent Households

(1) Eligibility

This allowance is provided when a single parent raising children (up to the first March 31 after the child’s 18th birthday) is hospitalized or treated on an outpatient basis.

(2) Subsidy Description

The subsidy covers part of the medical expenses for treatment received using a health insurance plan as designated by the Health Insurance Law. However, it is not given to those whose income is over a designated amount.

(3) How to Apply

Individuals who are not qualified to receive the child-raising allowance or bereaved child-raising allowance must complete the procedure to apply for qualification. Please call for more information concerning the required documents.

Bereaved Child-Raising Allowance

(1) Eligibility

This allowance is provided to the mother, father or guardian (such as a grandparent) raising a child (until the completion of compulsory education) who has lost both parents or a mother or father because of death.

(2) Allowance Amount (monthly amount)

The month the application is filed is considered the month of eligibility.

Infant/Toddler: ¥8,000

Elementary School Student: ¥8,500

Junior High School Student: ¥9,000

*There is an income limitation.

The allowance is paid twice a year, in September and March.

(3) How to Apply

Bring a copy of the family register (issued within one month), the bankbook in the name of the guardian of the bereaved child), the Child Allowance Income Certificate or Tax-Exemption Certificate if you have moved into Kashiwa City on or after January 2, and name seal to the Children’s Welfare Division.

Nursery School

 Nursery schools provide day care for children on behalf of parents or grandparents who live in the same household who cannot provide sufficient day care because of work or for other reasons. There are two types of nursery schools, public (23 schools) and private (11 schools).

(1) Hours

8:30 a.m. to 5:00 p.m. (extended day care is available from 7:00 a.m. to 7:00 p.m. for those requesting it)

(2) Nursery Fees

Nursery fees are set according to the child’s age when starting nursery school and the income tax level of the household.

(3) How to Apply

The parent or guardian must bring their name seal, the “Mother and Child Health Handbook,” an employment certification (document verifying the reason day care cannot be provided at home), income tax verification for the previous year, along with the child him/herself to the Child Welfare Division in City Hall.

Consultations for Families with Children

 Consultation involving children – such as problems and concerns about family environment, discipline, child abuse and school education – is available. If you are unable to come to the Consultation Office, please feel free to call or write.

Short Stay

This system enables the guardian of the child to ask for the care of the child for one day or overnight stay when

the guardian finds it difficult temporarily to look after the child due to his/her illness, childbirth, or fatigue from

childcare. Advance registration is necessary.

A special telephone line is available to consult with public health nurses and midwives regarding worries or concerns about child-raising.

Home Visit Instruction

Public health nurses visit expectant mothers, babies and adults and offer advice on child-raising as well as on health issues. If you would like to ask for advice, please call the Community Health-Making Division.

Child-Raising Assistance in the Community

The Family Support Center is an association composed of those who would like to receive help in child-raising and those who would like to offer help in the community on a membership basis.

User Members:Parents of children from 6 months through the fourth year of elementary school

Cooperating Members:Those residents who are physically/mentally healthy and can take care of children in their own home. *Neither license nor experience is required.

Example of Activities:Childcare before and after nursery school hours; when a parent is unavailable due to illness or emergency; when the parents need to go to a school event, etc.; when the child is slightly ill; when the nursery school is closed, etc.

Remuneration (per hour):Monday through Friday, 7:00 a.m. to 8:00 p.m., \700. For other hours, Saturdays, Sundays, national holidays and during the yearend/New Year holidays, ¥800

Community Child-Raising Support (Gatherings for Mothers and Children, etc.)

Expectant mothers, infants up to 18 months of age and guardians

(2) Description

Close ties and friendly exchanges are encouraged through family fun in the community. Weight, height and other measurements can also be taken. There are also events to exchange information on such topics as nutrition (weaning) and dental care.

(2) Child-Raising Support Club

As a place for child-raising club activities, a room is open once a month per club.

Make toys with children while talking about child-raising.

(4) Pokka-Poka Plaza (Visiting Childcare)

This is a place for preschoolers and their parents. Various fun events, such as story-telling, movies and birthday parties (at month end) are held.

There are two facilities in the city for families with children who are 3 years old. The aim of these facilities is to facilitate close ties among friends, friendly ties among parents and support for child-raising for the parents. After-School Child Care (Childrens Room)

 As a rule, each Children’s Room is a facility with the goal of promoting the wholesome development of children is for elementary school students in grades 1 through 3 who have no one to take care of them during the day after school because both parents work. Currently, there are 37 child care facilities.

 For more information on admission procedures, please call the Children’s Room Coordinating Office. An announcement concerning admission for the upcoming school year is made in the Koho Kashiwa (Kashiwa Bulletin) every November.

Education in Japan

In Japan, the school year (including for kindergarten and nursery school) begins in April. Kindergartens accept children between 3 and 5 years old. (Only municipal kindergartens accept children 5 years old.)

Elementary school is for six years, followed by three years each of junior high and senior high, and four years of university.

 

Elementary and Junior High School are Compulsory

In April, 6-year-old children start elementary school, while those who are 12 years of age start junior high school. Please bring the Certificate of Items Registered in the Foreign Resident Registry (listing the entire family) issued by the Civic Affairs Division in City Hall to the School Education Division, Board of Education or School Education Desk for consultation. Although foreign residents are not obligated to attend Japanese school, they can apply for admission or transfer if they wish. In this case, as a rule, children are placed in the grade according to their age.

Kashiwa City Japanese Support Dispatched to Schools

Volunteers help non-Japanese children who have transferred from another country to a municipal elementary or junior high school in Kashiwa City and who do not have a good understanding of Japanese. The volunteers teach Japanese and offer moral support so the children can become accustomed to school life quickly.

Volunteers go to particular schools to teach Japanese upon request from the elementary or junior high school via the Board of Education.For more information, please call your local school or the Guidance Division.

 

Kashiwa JSL (Japanese as a Second Language) Study Groups

Help with schoolwork is offered for returning Japanese children and non-Japanese children who are having difficulty with certain subjects and feel stress from studying at school, even though they have some understanding of Japanese. On weekdays, coursework support is provided for children on a one-to-one basis through home teaching. On Saturdays, coursework classrooms are held at Kashiwa Dai-Ichi Elementary School (Kashiwa Dai-Ichi Elementary School classroom) and Reitaku University (Hikarigaoka classroom).
